The best thing I've had at Herman's (in the three or four times I have been there) is the steak sandwich. For about $12, you get pieces of the expensive steak that are well-cooked and tasty, plus fries. Problem is that everyone seems to know this is a great deal and they sell out all the time. The cheese steak sandwich is pretty tasty as well. The salsa and crackers schtick is just confusing.

Disclosure: My landlord owns Herman's.

I had a very disappointing experience that last time I went to Herman's. Worse yet? It was my birthday dinner. The salad was nasty, brown, and watery. No server came by to check on us so that we could have gotten new salads. The steak I ordered came with obviously frozen and fried, dried out little hash brown chunks. That was it. Meat and frozen hash browns. The steak itself was alright but when everything else about the meal was so wrong, all I could think was that I could've just gone down the street to Richard's, bought a ribeye for 1/3 the price and cooked it myself.
