1. Approval of the November 18, 2014 City Council Meeting Minutes

Bid #14-62 Compost grinder from Rotochopper, Inc. – $490,143 (PDF): A resolution to award Bid #14-62 and approve the purchase of a horizontal compost grinder from Rotochopper, Inc. of St. Martin, Minnesota in the amount of $446,600.00 plus applicable taxes for use by the Recycling and Trash Collection Division.

College Avenue.

1. Purchase of John Deere backhoe – $85,500 (PDF): A resolution to authorize the purchase of a John Deere backhoe loader from Stribling Equipment of Springdale, Arkansas in the amount of $85,500.00 pursuant to the National Joint Powers Alliance Cooperative purchasing agreement for use by the Water and Sewer Division.

* This item was pulled from the Consent Agenda at the request of Ward 3 Alderman Martin Schoppmeyer. Both Schoppmeyer and Ward 3 Alderman Justin Tennant asked for an explanation as to why this piece of equipment was purchased at a higher price from a Springdale business than the New Holland backhoe that was offered at a lower price from a Fayetteville business. Transportation Director Terry Gulley explained that his department looked at the overall cost of the equipment – including operating costs and resale value – and determined that the John Deere backhoe was about $8,000 less than what the Fayetteville company offered. Adams and Long were absent during the vote.

2. RZN 14-4589 – Martin Luther King Jr. Boulevard – Mixed-use (PDF): An ordinance rezoning that property described in rezoning petition RZN 14-4859, for approximately 1.9 acres, located at the 300 & 400 block of Martin Luther King Boulevard from NC, Neighborhood Conservation, to DG, Downtown General.

Announcements

– The Fayetteville Animal Shelter will hold its annual holiday open house from 10 a.m. to 4 p.m. Saturday, Dec. 6. Santa Claus will visit from 11 a.m. until 2 p.m. for photos with pets. Adoption fees will be reduced to $10 for dogs and cats.
