City Council Recap: Jan. 3, 2012

Oak Ridge Trail is one of two city trails named during Tuesday night’s council meeting. The newly-completed, 0.5-mile trail extends west from Frisco Trail into the University of Arkansas campus along the north side of Center Street. The name was chosen by university officials to signify the wooded hillside the trail traverses.

The Fayetteville City Council held a regular meeting at 6 p.m. Jan. 3, 2012 in room 219 of City Hall located at 113 W. Mountain Street.

Below is a brief recap of items discussed and voted on during Tuesday night’s meeting.

Presentations, Reports and Discussions

  1. Election of Vice Mayor – Ward 3 Alderman Bobby Ferrell was the sole nominee and was unanimously voted to serve as Vice Mayor, taking the place of Ward 1 Alderwoman Brenda Boudreaux. “I think he is a very serious alderman who does lots of homework and I think he will do an excellent job,” said Ward 1 Alderwoman Adella Gray.

Re-approval of Nominating Committee Report – During the Dec. 20 meeting, aldermen unanimously approved the Nominating Committee’s appointment report, but there was a mistake in the wording of the Airport Board nominations. Bill Corley should have been appointed to the aeronautical term and Ken Haxel to the UA term. (Pass 7-0)

Consent

All eight consent items on the agenda passed the council including a resolution naming two new city trails [PDF] and a resolution authorizing the execution of the Community Development Block Grant (CDBG) agreement for 2012 when received in the estimated amount of $589,066 [PDF].

Unfinished Business

The following item was the only piece of unfinished business on the agenda.

  1. Kum & Go Appeal [PDF, 2]: Appeal of the Planning Commission’s decision to limit access for a proposed Kum & Go station at MLK Jr. Blvd. and Hill Avenue. (Tabled until Jan. 17 at the request of the applicant)

New Business

The following three items made up the new business section of the agenda.

  1. 2012 Budget Reappropriation Request: [PDF]: Aldermen voted to roll $57,649,568 in ongoing projects into the city’s total budget for 2012. “The state of Arkansas does not provide for multi-year budgets,” said Paul Becker, Fayetteville finance director. “In other words, at the end of the fiscal year, all previous budgets die. This is to continue projects, add money for the bond programs as they go forward and any contracts that are outstanding. If these are not rebudgeted, they die at the end of the fiscal year. We do this every year.” (Pass 7-0)
  2. VAC 11-3970 (862 & 846 Hoddle Place/Slavens) [PDF]: An ordinance to vacate a .57-acre utility easement which runs between 862 and 846 Hoddle Place to allow the owner of the two lots to build in the middle of the property. (Pass 7-0)
  3. Freeze City Clerk Salary [PDF]: An ordinance to suspend pay raises for the City Clerk Sondra Smith for 2012. “Because of the dífficult economic condition the city has faced during the past few years and in light of a current salary freeze for city employees, I am requesting that any pay increase for the calendar year 2012 be suspended for my position,” wrote Smith in a memorandum to the council members.
